Digital Identity Compliance Testing

Verify the implementations for compliance with ISO/IEC 18013-5:2021 and ISO/IEC 18013-7:2024 standards.

Validate the implementations of mdoc and mdoc reader using the ISO/IEC 18013-6 test methods standards and and Fime’s proprietary 18013-7 test case specification to assess conformity to the abovementioned ISO/IEC standards and prove interoperability.

Digital Identity Compliance Testing

Overview.

As the global leader in testing and compliance, Fime offers testing and compliance services through its laboratories. Fime has established a Digital Identity Compliance Testing Service Program, where the Fime laboratories evaluate products and verify solutions for ISO/IEC 18013-5:2021 and ISO/IEC 18013-7:2024 compliance.


Key features

  • Compliance testing in accordance with ISO/IEC 18013-5:2021, utilizing the ISO/IEC 18013-6:2024 mDL Test Methods Standard implemented in the Fime Digital Identity Application and Reader Test Suites.

  • Compliance testing in accordance with ISO/IEC 18013-7:2024, utilizing Fime’s proprietary 18013-7 Test Case Specification implemented in the Fime Digital Identity Application and Reader Test Suites that support testing both the RestAPI (Annex A) and the OpenID4VP protocol (Annex B).

 

  • Testing provides extensive coverage for evaluating compliance of the following mdocs with their respective standards:

    1. mDL Document Type ‘org.iso.18013.5.1.mDL’ from ISO/IEC 18013-5.

    2. Mobile International Certificate of Vaccination (micov) Document Type ‘org.micov.1’ from ISO/IEC JTC 1-SC 17-WG 10_N2478 (draft). 

    3. Mobile Vehicle Registration Certificate (mVRC) Document Type ‘org.iso.7367.1.

    4. Photo ID Document Type ‘org.iso.23220.photoid.1’ from ISO/IEC TS CD 23220-4 (draft).

    5. Person Identification Data (PID) Type ‘eu.europa. ec.eudi.pid.1’ from EUDI Wallet v1.4.0 ANNEX 3.1 - PID Rulebook.

How it works.

This service can be utilised by solution providers and issuing authorities working towards the implementation of an mDL or mDL reader in accordance with ISO/IEC 18013-5:2021, the international standard for mobile driving licences, and ISO/ IEC 18013-7:2024, the standard for the over-the-internet presentation of mdocs.

Fime Compliance Testing Program.

Fime provides independent compliance testing services for conformity to ISO/IEC 18013-5:2021 and ISO/IEC 18013-7:2024 for implementation providers of mDL and mDL reader applications. Upon successful evaluation of the implementation under test, Fime will issue a test report and a confirmation letter, valid for 2 years from the date of issuance, to demonstrate full compliance with ISO/IEC 18013-5:2021 and ISO/IEC 18013-7:2024.

mDL application compliance testing – Testing mDL conformity to ISO/IEC 18013-5 on its interface to the mDL reader.

1.  Functional conformity testing on the Session and Application layers.
2.  Personalization conformity testing on the Application layer.

 


 

mDL reader Compliance Testing – Device Retrieval Conformity Testing Service.

Testing the mDL reader’s compliance with ISO/IEC 18013-5:2021 and/or ISO/IEC 18013-7:2024 involves functional conformity testing on the session and application layers of the interface to the mDL.

mDL reader Compliance Testing – Server Retrieval Conformity Testing Service.

Testing the mDL reader’s compliance with ISO/IEC 18013-5:2021 involves functional conformity testing on the session and application layers of its interface to the issuing authority infrastructure. 

The process.

This service includes test runs on up to four devices: two running Android and two running iOS applications. Before compliance testing can begin, an Implementation Conformance Statement (ICS) must be completed to define the scope of compliance testing. Subsequently, the applications are shared with the Fime testing laboratory via TestFlight and the Google Play Store. Additionally, Fime requires the necessary certificates to conduct relevant security mechanism testing. For mDL reader conformity testing for ISO/IEC 18013-7:2024, the compliance testing service includes evaluating the remote reader implementation hosted by the client on the internet, interfacing with the Fime mDL reader test app. Once all required materials have been submitted to Fime, the testing laboratory will begin the formal evaluation. Upon successful evaluation of the implementations, Fime will deliver test reports and confirmation letters outlining the test scope and test results and confirming the conformity of the evaluated implementations with ISO/IEC 18013-5:2021 and ISO/IEC 18013-7:2024.
